They pay for points awarded for the stay by the property, including for qualifying charges.
If you were to have lunch at a Marriott property that you aren't staying at, you could give them your Marriott number and get points for any qualifying charges made without a stay. In fact, P2 just got an email tfrom Marriott trying to induce us to have a meal at a local Marriott property in order to earn more points. When you do this keep in mind that alcoholic beverages are often excluded as qualifying charges.
