The UA process is for the UCM to be signed in / signed out. At the end of the UA flight, who is going to sign the UCM out? The whole point of UCM UA has responsible of the UCM until handed off to an adult. The liability to UA is huge if UA let's the UCM wander off without an adult.
Right, that is what I was trying to establish. So then unless there is a responsible adult at the destination of the UA flight specifically (irrespective of onwards connections), this is a nonstarter. Thanks - this clarifies it.
