Isn't the whole purpose of credit card approvals to make sure the room has enough credit to pay for these incidentals? I notice these examples are nearly all in Europe; I wonder if there is some legal obstruction there to approving a credit card for a greater amount that the single room charge?

The "we have no say" defense above seems typical. Remember, this is the company where the president said the real customers were the hotel owners, not the guests.
