The Moxy Tromso has the same policy. At first they didn't want to budge as well, but I picked the 10USD per day per person elite credit and asked them how to use it, if I can't charge it to the room folio. After this question I could magically charge it to my room folio.

Ran into this at Moxy Stratford (London) last month. I tried to use my $10USD (7GBP) daily credit for some chips and soda. They kept asking if I have a "tab", even when I repeated it was for the daily elite credit and I wanted it charged to the room.
I eventually gave up and just talked to the desk the next morning and had my selection switch to the points.
