They are not inspecting every package - they are signing for the whole truck so if there a package or even pallet is missing they won't know until all packages from that truck are scanned. To be fair most bigger groups do it the same way, otherwise it would take forever for each truck.
So you are saying all groups handle this the same way? TBA packages are usually not delivered in a truck in my experience.
