Not quite this, but at the Marriott Manchester Picadilly they said I couldn't charge from the restaurant to my folio because I hadn't authorized a payment. I had to return to the front desk and was told my credit card on file was only for the room rate. When I asked to be able to charge my meal, they asked me to specify an amount to authorize on my credit card on file. Even after doing so, the bartender couldn't get the bill to charge to my folio so I had to pay with credit card. It wasn't a huge deal, but just seemed oddly complicated and lame.
