I don't think it does as I had to take all my electronics and liquids out of my bag. They are quite strict that that checkpoint, particularly with liquids. Every time I pass through with a transit-bag they take it away, do something and then repackage in another transit bag. Clearly this is something I have bought in another airport so I'm not quite sure why they do this, but it's happened three or four times to me.
