1) to simply answer your question, a united explorer gives 2x united purchase, while another card like CSR gives you 3x on all travel or amex plat gives you 5x on all airfare when booked direct. or if you have citi strata premier, you can also earn 5x with citi custom cash in 1 eligible category (up to $500 a month). but earning points/miles is not everything. you have different AF and different benefits to consider. non co-branded cards also have more flexibility (more transfer partners) so they are more valuable and resistant to devaluations. also, some programs can only be earned via a co-branded card, like aadvantage
SUBs are also not equal. 100k united miles are not the same as 100k chase points or 100k aa miles. this is because every program have different redemption rate and surcharge/taxes

2) generally speaking, biz cards would not have counted towards your 5/24, i.e. if you apply for a biz card at 4/24, you will still be at 4/24 if approved
