The Moxy Tromso has the same policy. At first they didn't want to budge as well, but I picked the 10USD per day per person elite credit and asked them how to use it, if I can't charge it to the room folio. After this question I could magically charge it to my room folio.
But I was also surprised buy this strange rule.
Maybe a Moxy thing?
