That's definitely not correct, recently I've done a booking with mrs f's companion voucher and my guf2 into F to the Maldives, even split so we got the outbound 2 weeks before the return. Mrs F. had to pay for the taxes and fees though on that one.
Also have a GUF2 upgrade / companion voucher booking to Jamaica so that's from PE into J. , and a trip to GIG as well which is also a companion voucher guf2 combo.
Unless the rules have changed quite recently to make it only something GGL can do, hopefully not because it saves shedloads of avios and makes a guf2 less valuable.
What you can't do is combine a companion voucher and barclays upgrade but most know that.
