This has been my experience as well. I have flown 8 segments out of the following airports: DCA, LAX,PHX.ORD,LAS.MSY,DFW,BOS. There was no preboarding for FC. CK and those needing assistance were called to preboard then FC about 15 seconds before Group 1. But majority of the times, FC and Group 1 were called together.
