The accompanied travel category of the fare rules can be used on any journey. LX has used it frequently on their sale fares — particularly first class sale fares. I don’t know to what extent UA is using these internationally at this point, but it’s easy enough to check — if you get a lower per-person price for 2 travelers than you do for 1, this is in play.
