Self serve alcohol is not generally illegal in the US. The AA Flasgship Lounges conveniently sets up champagne with the orange juice in the mornings. I believe liquor licensing is on a county or city level. So the details can be pretty fragmented.
I think you are right. I reminded that the IAD issue could relate to Loudon County ordinances. I think that's what led to the crackdown at the old NW club where they had beer on tap. A quick search shows that self-serve booze is legal in Virginia. IAD straddles Fairfax and Loudon counties so the United clubs might be in Fairfax!
