Under the new DOT guidelines, a flight number change is a path to a full refund. I think you can do it yourself — the change / cancel process should ask you to confirm the travelers before proceeding — but I’m not 100% sure. The rest of what the agent told you is correct.
Thanks for confirming. I was afraid if I hit "proceed" that it would happily cancel the one traveler, but provide no refund. I was glad to get a good rep to do this for us,
