I don't know the details of how inventory is loaded, but hotels clearly have the ability to manipulate it to limit redemptions. Another example is properties that block use of SUA on points reservations. Hyatt agents will mostly just shrug and say "it's different inventory and there's nothing we can do." A subtle but significant shift in the properties' favor from years past, where corporate used to force properties to follow the rules.
