Here is how I would do it.
1. Book your seats via whatever channel (no infant).
2. Get all of your passport data entered for the adults on-line.
3. Call AS, add lap infant, they will ask for all of the passport data. You can do this down the road when the passport comes.
4. You might get asked to pay the Mexico fee they mention when you fly, but I have not seen in collected at all. I don't even think Mexico wants it.
This free infant thing was so interesting that I had to heavily debate taking AA vs. AS to Mexico recently. In the end I did AA, but only because the Mexico discount codes made up the infant difference. In retrospect, I should have taken AS for service reasons.

Came across this for an upcoming flight where multiple agents said there will be no cost for my lap infant to Mexico. I've booked family member lap infants multiple times and have always paid taxes for a lap infant on international travel, albeit never on Alaska.
Any other DP's to confirm the validity of this? I would hate to show up to the airport and deal with an issue as we may be stressed enough with the baby.
