MEX became confusing when AA "temporarily" changed the rules to grant AC access for all international, but removed FL access for MEX. The OW site was never updated.
Yes agree MEX is especially confusing and apparently a new ish carve out. I was granted access no issue to OW J on LAX-MEX a year ago.
