The Flying Blue website explains pretty clearly - for each partner - when miles/XPs can be earned.

Qatar Airways is not a Skyteam partner; therefore you cannot earn anything.

(With the exception of AF and KL marketed flights - which always earn, regardless of the airline actually operating - inclusion of a non-Skyteam airline either as marketing or operating airline is a no-no when it comes to FB earning)
