Fare quote may or may not be valid with multi-city (you only find out when you attempt to purchase). But yes, these fares look to be valid and the PE fare is actually the cheapest. I used TPE instead of TSA in previous search (since OP said TPE) and ITA is seeing this fare to TSA too.
