I don't think it is. I've stayed at independent three and four star hotels in places like Mexico and Thailand, and often a lot of little things aren't up to par with Western chains. I'm willing to pay a premium at these places so there aren't rusty nails sticking out, windows that don't close all the way, etc.
Western chains, even in the US of A, don't always get all these things right.
