Any country (or airport) which doesn't have a 1) high premium traffic, 2) high premium cabin taxes, 3) lots of volume.

1) and 2) pretty much rules out LON/UK (and 1 alone LON). 1) alone rules out FRA. 2) also rules out CDG/France. 3) rules out small airports.

Also non non-stop and non-direct helps lower fares, as it willingness to travel less-vaunted airlines.

PRC airlines may surprise one for their value (check out MAD and BUD departure points). Secondary airlines such as Oman Air, Sri Lanka, Malaysian (all 3 may even code share) may offer competitive fares.
