Let's say the suite is $10,000 per person and the inside cabin is $4,000. So you pay $14,000 instead of $20,000. The only purpose of the second cabin is to get the second passenger on the ship.
Drawback is that the non-suite guest will most likely not be able to dine in the suites-only restaurant. All depends on how segregated it is onboard.
