That's unfortunate. I was told during my recent rentals at Avis LGA that congestion pricing was something that I had to take care of separately, so there appears to be some inconsistency from Avis in this regard, which is frustrating. I entered my rental and credit card information into the NYC toll website and was eventually charged more than two months after the fact, but only for the actual cost of the congestion fee (I did the math for my multiple trips into Manhattan so had a figure in my head already of how much I should be charged).
