I'm not familiar with how corporate account setups scale as businesses grow, but having 100+ employees with corporate cards is not at all out of the norm for some businesses. It might be a different setup with more control of individual limits though - I suspect the above is a small business setup only.
AMEX Corporate and AMEX Business are two different products. I own a business and we've had AMEX Business cards for nearly twenty years.
Corporate cards are by invitation only from AMEX and are reserved for larger organizations.
Our business cards are issued under my AMEX Reserve Business, but we give our employees the free "platinum DL amex." I also have significant control over how employees can use the cards, and this is setup within AMEX. ie: I can put spend caps, and other restrictions on the employee cards. We have two project managers who needs to travel frequently and they have paid AMEX Platinum cards (non DL) that is under my main AMEX Plat Biz card. They get the SkyClub visits that are associated with those cards. The 75K spend for unlimited access is "per card" and not tied to just the main card.
