Oh, that's almost assuredly the case.
I think Amex (and probably most of the major banks) has a separate setup for corporate charge cards and the like - finding someone to personally sign for a $1bn credit limit for a multinational corporation would be a bit much (it would also create a weird failure point for the company), and the needs/utility of those organizations on (say) the airline mileage front are different as well.
