United made the business decision when it unveiled Premium Plus fares to place the domestic connection in B. This meant all along that the domestic connections were eligible for instant upgrades if PN/PZ were available.

If anything, the decision here to eliminate YBM instant upgrades also devalues Premium Plus fares for premier members.
