It's a good move. The Air Busan fire happened when a lithium battery let loose inside an overhead bin. Despite being inside the cabin, by the time it was noticed it was too late. Aircraft was lost. The kicker: The aircraft had been delayed. If the delay hadn't happened this would have happened in-flight with much more disastrous results.
