It wasn't always this way. Back in the US Airways Shuttle days, the FAs served full 727s and then A320s both drinks (including alcohol) and snacks (bagel and cream cheese on morning flights and a snack box on afternoon/evening flights). Unless turbulence was exceptionally bad, they always got the entire cabin served. These days are long gone, though.
