Sounds like an error in your (friends) favour.

Officially the rules are:

A British Airways Gold cardholder DOES get access to a British Airways-branded lounge when flying Vueling when the flight has a BA flight number and was ticketed by British Airways. No guests are allowed.

A British Airways Gold cardholder DOES NOT get BA lounge access when flying Vueling if the flight does not have a BA flight number or was not ticketed by British Airways.

A British Airways Silver cardholder does NOT get BA lounge access when flying Vueling even when the flight has a BA flight number and was ticketed by British Airways.

BA branded lounge means a BA lounge such as the BA Galleries lounges at London Gatwick. It doesn't cover third party lounges such as the the ones BAC members may otherwise gain access too such as in Barcelona, Paris Orly and Alicante. BA operates it's own lounge in Rome FCO T3 so this would be accessible assuming you can get to T3 airside as Vueling depart FCO T1.
