I haven't rented from Hertz in a long time so I don't have recent data on whether they are any better or worse right now
But I do think American call centers are "better". When I reach a foreign call center - philippines, mexico, wherever - I find the people are GLUED to their scripts and completely DISEMPOWERED to do ANYTHING that will cost the company money, i.e., a refund.
Usually if an American person answers the phone, that person's employer has also placed more trust in their American employees, and, on average, an American person taking my phone call is much more often empowered to solve my problem on their own and they are much easier to speak to because I can break them away from their script pretty easily.
