The EU has very clear regulation about downgrades.
But I just read up on it again - seems like you can only get a 75% refund under EU261.
So I guess you would have to invoke some other law instead. Not sure how easy it would be to enforce this under Italian law.
But in my opinion (IANAL), I would think it would be difficult for them to claim there was a mistake if they show your booking as business class all the time up until checkin.
