Yep, that's exactly what happened to me, although I was able to send back and front images of my physical card.
I was asked to go to a sales office to present passport etc. but there didn't seem to be any physical sales offices apart from at airports.
On a deep dive into this thread, it emerged that a policy of HUCA is the best way forward. I resent everything again and pointed out that all names were the same etc, and got a more positive reply asking me to upload one thing I'd already sent, which I did, pointing out I had actually sent it earlier. The next day got my status match.
Someone earlier was very scathing about the quality of people involved in responding to feedback at Turkish Airlines - I can see why!
This is a known issue, as they give conflicting information even in their Instagram page
I asked about the Double Status Miles journey promotion via their Instagram and each different customer service gave me conflicting information.
One of them even told me to check TK website... which directs me to their Instagram page again
I don't know if this information could help status and miles chasers, but there is an ongoing promotion of Double Status Miles for flight between Istanbul and these following cities:
Mauritius, Entebbe, Seattle, Kuala Lumpur, Lefkosa, Oslo, Erbil, Kathmandu, Sarajevo, Buenos Aires

If I get the double miles, I only need to fly KUL-IST-KUL in Q class (outbound 5,199 miles) and P class (inbound 1,299 miles) to collect a total of 25,000 miles within the first year of the status challenge. Still short of 9,074 miles.
