Baidu is the largest internet search engine in China and the "B" in the BAT acronym. Basically, it's a site that you should definitely be able to access without a V enabled. If you go there and input "speed test" or "网络速度" as a search term, you can evaluate your unthrottled internet speed.
Then, you can compare this against your throttled (i.e. using V) speeds.

This method lacks scientific merit because
I used Google for test #2*, but precision/accuracy aren't super important. The main objective is to get a general idea of how much using a server in San Francisco slows me down v using one that's within 10 miles of me. In this case, my upload speed is quite poor, which isn't a big deal most of the time. But, if I needed fast uploads to cloud storage, I would look for a closer server (e.g. Korea or Japan).
*The reason for this is that sites with Chinese ICPs are often hard to access when you are using a V connection. A offers a "smart mode" setting to bypass this, but I find it cumbersome.
