It is strictly enforced. You cannot enter the lounge without using the Amex Experiences app, and that will only grant access with the Nordic Amex Platinum cards. I tried with a UK Plat card a few months ago (and even tried with the app, but the lounge option is not there). The agent told me that it was not possible with a non-Nordic Amex Platinum.
