Having said that I have used the rate on several occasions and never been asked for proof of rental and the current Ts+Cs don't seem to confirm this restriction. I am sure they did in the past.
Current one is being advertised as a membership-related offer (under Europcar Privilege For You scheme), rather than rental-related offer. The "wrong" link is also posted in Europcar member portal without any reference to car rental requirement, and it's actually available as soon as you join the club (even listed as a Level 1 benefits)
