I often book two separate tickets and transit through various airports in the world without issue.

However, Delhi (and possibly other Indian airports) seem to have a quirk, whereby even if your bag is checked through to the final destination Air India require you to be "handed over" by the arriving airline at the international transfers desk.

Is this for all airlines or just an Air India specific thing?
