"Best" is relative.
Personally, I'd say the best view is from IC Tokyo Bay. But they also have the weakest lounge and breakfast. Renovated rooms are fine there.
ANA likely has the best lounge and good rooms, even though some are very small. Strings has an ok lounge and very good breakfast, but rooms are showing their age.
None of these ICs is a clear standout IMO.
