Considering how long it would take to actually build a new lounge, there would no doubt be more international destinations by the time it opened its doors. If you waited until you hit whatever the magic threshold is, you'd have at least a year without.
We have four direct routes now currently being handled by two United Clubs. When the second B Club reopens, it will provide cover for the additional direct international flight until a Polaris Lounge can be built out. It won't do much to solve the overcrowding issues but I can see UA seeing it as a stop gap until a new lounge can be built.
