Unfortunately not -- they didn't say which ATC was responsible for the restriction

Both data points (AZ 603 and DL 182) were taken from FR24 -- to my memory it was the time we took off, as I recall we closed the doors at around T-10 and we pushed back within 15-20 minutes from door closure, and as for the arrival time (08:48+1) I am sure that was the touchdown time, as we had additional issues with the jet bridge and I didn't make into the terminal (and lounge to enquire about rebooking) until 9:12. On board with the flight map as we finished the meal service I remember calculating the ETA and realized we were going to arrive almost an hour late and raised my concerns to the cabin crew, however was summarily dismissed saying there was no issue and that we were going to arrive on time. Around 1h30 before arrival, the purser started reading out all the flights that missed their connections -- it took him almost 20 minutes to read the list in one language, there were about 40 connecting flights (not even passenger count) that had been missed.
