Yep exactly, that was my follow-up question I'll ask around. Same phenomenon with Japan Airlines: only their US website mention the 24-hour refundability for flights to/from the U.S. (https://travel.stackexchange.com/a/172363/1810) so maybe that's a legal loophole? That US DOT regulation has another loophole (some carriers won't refund) so that's a very misleading regulation.
