I'm also pretty sure for the right amount of money they could arrange a dedicated lane for F pax without pre that was physically separated from the rest. It clearly wouldn't be pre still, but it would be a notable improvement in the experience and go some way towards making intl-dom connections at JFK more attractive routings.
I don’t think that would be logistically possible with how the lines are set up given that that the two Pre lanes are directly in front of the exit and the non Pre lanes are to the left. If I didn’t have pre, I’d nicely ask one of the agents if they could escort me to the non pre lane before leaving the check-in area.
