Yes, check-in and gate agents (usually the same persons at TK outstations) usually comply with request to change seats. No need to pay for ASR if unhappy with the allocated seat during OLCI; just ask for a different seat at the airport.

I can't recall if TK Elite status makes any difference in respect to selecting seats in Economy- Most likely other Star Alliance Gold status doesn't.
