Most prescription drugs can declared and brought in to Japan with no issues, as long as the rules are being followed for doses and documentation. The Japanese customs have a lot of details on their website.
Google Julie Hamp, Japan does deal with this pretty heavy handed if the rules are not followed. Some prescription drugs have far stricter rules in Japan than elsewhere.
