When I flew ORD-YKF in March, 2013 on eAAgle, they did not have enough space for more than a couple CBSA counters and definitely didn’t have PreClearance for folks flying back to ORD. The eAAgle flight has been gone since 2016, though there are a handful of USA flights ex-YKF these days and I see no mention of PreClearance.
