Depending on those details, he might be able to get more than one cent per point in value by transferring his points to an airline frequent-flyer program and redeeming for award tickets.
Unfortunately, out of PHX, his best redemptions would come from AA miles, but Amex points do not transfer to AA.
Give us some more detail, and perhaps we can recommend a promising course of action.

his priority would be biz class for my mom - he would be fine with cheaper ticket out of pocket for himself.
they could also fly out of LA or Vegas or SF. if it made a huge difference. his priority would be my mom flying biz or better, but he could as well.
