What class of service? Traveling alone, or with one (or more) others?
Depending on those details, he might be able to get more than one cent per point in value by transferring his points to an airline frequent-flyer program and redeeming for award tickets.
Unfortunately, out of PHX, his best redemptions would come from AA miles, but Amex points do not transfer to AA.
Give us some more detail, and perhaps we can recommend a promising course of action.
