I had a recent experience w BR from Japan in which I was flying in business and was forced to get my BP from the check in desk. Guy was like you need to check-in your bag as I only do carryon. My bags size was us sized and definitely over the limit and a few kg over weight. I was able to talk my way out of it due to being in business. I was on Jeju air last month, same bag but not too heavy, no one batted an eye. All I can say is Asian budget airlines definitely have smaller size limits and majority of the carryon bags from the US would be too large.
