I don't disagree, but had hoped for a loophole based on their verbiage of purchased in the waiver whereas a refare merely reissues the ticket if I remember correctly. My thought process was that a refare and reissue might only modify the ticket issue date, and not the purchase date, and therefore it would still have been purchased before May 4.

It's possible that it doesn't modify the purchase date, I didn't ask for that detail, but what they did clarify is that a ticket issued after May 4 would also not qualify for the waiver.
