As for EU261, I'd suggest being told that the regulation didn't apply in this situation is entirely correct given no EU country was involved in the itinerary.
Post 1 and later posts has this itinerary starting in Dublin, Ireland.

Qantas do not seem to be handling the delay very well. They have told 3 friends that UK/EU261 does not apply as it is a delay not a cancellation. They have also not provided Hotel rooms meals and transport claiming they had just 1 room left. A quick scan shows not only is almost every hotel available but rates are about average for a last minute booking. They sorted themselves out in the end.

They were pretty scathing about T3 QF staff and by the lack of help when departing Dublin. They had 2 other family who sensibly flew EK and could have joined if re routed ( there were lots of seats) but the staff in DUB said nothing they could be done and packed them off to LHR
