Ba silver access to aa lounge when travelling domestic USA

Hi, can anyone tell me the rules for lounge access when travelling domestic within the states. My friend was recently refused entry in Phx when travelling on American on a domestic flight. They said only international or transcontinental. He holds ba silver, I have gold and don’t think that I’ve ever been refused entry on this basis !
